In a unique measure of state control over religion, a 2007 Chinese law requires Buddhist monks to obtain government permission before they are allowed to reincarnate. The law, known as State Religious Affairs Bureau Order No. 5, is seen as an attempt to control the selection of future spiritual leaders, such as the Dalai Lama.
